If we compare Cincinnati to other major cities like Indianapolis and Louisville, cities that have made remarkable turnarounds in their Urban Neighborhoods, the big difference is that they DO NOT have a VBML ordinance.

The VBML 'may' have made sense 14 years ago, however in a competitive regional market it is now an Albatross around the neck of development. We are unable to attract preservation minded people to come in because of the Red tape/Roadblocks created by it and the VBMl is being used as an 'escalation tool' by inspections rather than its original intent which was the "worst of the worst" properties.

In its' present use it amounts to governmental redlining of economically challenged neighborhoods. The council needs to end its use and get back to more effective, "orders based" enforcement with a real housing court.
